Mahama Unveils $9bn Investment Plan for Job‑Rich Sectors in 2027 Budget

President John Dramani Mahama today declared that Ghana will earmark more than $9 billion for job‑rich sectors between 2027 and 2030 under a new policy he has called the ‘New Economy’. The plan will be detailed in the 2027 national budget, which Finance Minister Cassiel Ato Forson is expected to present to Parliament on Thursday, 12 November.

Speaking at the 2026 Hogbetsotso Festival on Saturday, 7 November, Mahama said the investment is part of a broader effort to expand economic opportunities and create sustainable jobs across the country. He added that the next phase of his government’s agenda would focus on ensuring that Ghanaians have access to dignified livelihoods.

In his address, the president outlined the New Economy as a bold initiative that will invest over $9 billion in sectors identified for their potential to stimulate economic activity and generate employment. He highlighted the Volta Region as a key beneficiary, citing textiles, garments, commercial agriculture, hospitality and tourism as priority areas.

Mahama also welcomed reports of development projects underway in various districts, including new health facilities, classroom blocks and feeder roads, funded by the District Assemblies Common Fund. He credited the increased funding available to district assemblies to a directive he issued after taking office, which requires that at least 80 percent of the fund be transferred to district administrations to support local development projects.

The budget will be presented to Parliament on 12 November, where lawmakers will debate the specifics of the New Economy policy and its projected impact on Ghana’s growth trajectory.
