WhiteCap Management Ltd has signed a Memorandum of Understanding with the Ministry of Labour, Jobs & Employment to launch the Green Mobility Programme (GMP), a five‑year national initiative aimed at boosting youth employment and accelerating Ghana’s shift to electric transport.

The GMP will deploy 200,000 electric vehicles across the country – 100,000 Spiro electric two‑wheelers (E2Ws) and 100,000 electric three‑wheelers (E3Ws). Beneficiaries will access the vehicles through a lease‑to‑own model with zero upfront payment, making the assets available for income‑generating activities such as delivery services.

Under the MOU, the Ministry will provide policy development, regulatory facilitation, institutional coordination and programme oversight. Spiro Ghana, a subsidiary of Africa’s largest e‑mobility company, will assemble the vehicles and install 1,500 battery‑swapping stations and 350 service centres nationwide.

Emmanuel Kwadwo Agyekum, Minister for Labour, Jobs & Employment, said the initiative would create more opportunities for young people to secure jobs and venture into businesses linked to the electric mobility sector. He added that combining skills development with income‑generating activities would help participants build sustainable livelihoods while supporting changes in Ghana’s transport industry.

Flora Kutorkor Addison, Corporate Affairs Manager at WhiteCap Management Ltd, highlighted that the programme links electric mobility with employment, entrepreneurship and commercial growth, ultimately improving livelihoods and contributing to the country’s long‑term development.

The Green Mobility Programme also aims to legalise E2Ws and E3Ws for commercial transport, opening a new pathway for youth participation in Ghana’s delivery economy and supporting the e‑commerce sector.

As the programme rolls out, stakeholders will monitor its impact on job creation, entrepreneurship and the broader transition to cleaner transport in Ghana.
