The Ministry of Roads and Highways has directed the contractor on the Tema to Tema Oil Refinery (TOR) Road to resume construction, following the project’s inclusion in the government’s Big Push Road Projects programme.
The 7.2‑kilometre concrete dual carriageway, which was awarded to Joshob Construction Limited in December 2020, has only about 35 % of its works completed and has seen its cost revised twice since the start of the project.
Roads and Highways Minister Kwame Agbodza said the original scope will be reviewed because the project began without an existing contract or a comprehensive detailed design, creating challenges for its execution.
He added that the Department of Urban Roads has now instructed the contractor to resume full operations and that the government will cover the cost of the revised works, aiming to finish the project within one and a half years under the Big Push programme.
“We have directed you to resume full operations on the project, and we’ll cover the full cost of what we are going to do,” Agbodza told the press. “I’m sure the powers that be with Joshob have been having these discussions with us. We have come to a conclusion, and the President directs that this be completed under his Big Push project.”
