PAC Summons Senior Doctor Over Alleged Salary Paid During Study Leave

The Public Accounts Committee has called Dr. Mockshell Esinam Sunu to explain a GH¢341,229 payment she allegedly received while on approved study leave.

The Parliament’s Public Accounts Committee (PAC) has summoned Senior Medical Officer Dr. Mockshell Esinam Sunu over an alleged unearned salary of GH¢341,229 paid to her while she was on an approved study leave.

Dr. Sunu, who served at Takoradi Hospital, is alleged to have received salaries between September 2023 and August 2025 despite failing to travel to Germany for the approved study programme.

The Committee has directed the Ministry of Health to work with the Ghana Medical Association (GMA) to facilitate Dr. Sunu’s appearance before the PAC to explain the circumstances surrounding the payments.

PAC Chairperson Abena Osei‑Asare questioned on Thursday, 8 October 2026, how the payments continued despite the doctor not proceeding with the study programme, saying, “So many times if you look at this, somebody validated them and then the validator is sitting down there.”

She urged the Ministry to ensure Dr. Sunu appears before the Committee to explain why she remained in Ghana while receiving her salary, adding, “We want to have the doctor right here sitting here to explain to us why he told the facility she was going away to study, only for her to be away for how long and still be in this country, taking a salary without doing the needful.”

Ms Osei‑Asare also urged the doctor to have stopped the payments or informed the relevant authorities once she knew she would not be travelling, saying, “Minister, we are also asking you to help us here to bring the doctor here to come and answer to us why that happened, and when she knew she wasn’t going to go, she should have stopped or asked the people to stop the payment of her salary.”

The Committee is expected to question Dr. Sunu on the circumstances that led to the payments and establish responsibility for the alleged financial irregularity.
