The Government of Ghana has secured a $66 million discount on the approximately $400 million in arrears owed to Independent Power Producer Cenpower Generation Limited. The discount is part of an amended Power Purchase Agreement signed between the government and Cenpower, which also grants the company a 10‑year extension to its existing arrangement and a reduction in the tariffs it charges.

In 2025 the government paid about $59 million toward Cenpower’s legacy debts as part of its broader effort to settle outstanding obligations to independent power producers.

The amended agreement was unveiled at a ceremony celebrating the 10th anniversary of the 375‑megawatt Kpone Thermal Power Plant’s operations. Cenpower’s Board Chairman, Samuel Nana Brew‑Butler, explained that the company agreed to the discount as a sacrifice for the country, noting that the arrears had once approached $400 million.

Chairman Brew‑Butler added that in return the government has granted Cenpower a decade‑long extension of the PPA and a tariff reduction. “We are able to give a whopping discount to all of you here. So, $66 million. If you remember, I said at one stage, what was outstanding was about $400 million, but it’s our country, so that sacrifice had to be made,” he said.

Vice President Professor Naana Jane Opoku‑Agyemang, the special guest of honour, praised Cenpower’s decade of operations and its community initiatives. She highlighted the company’s work on plastic pollution along Sega Beach and its waste‑management and biodiversity education programme for students at Paul Methodist School. “These are all worthwhile initiatives,” she said, urging the company to continue engaging with surrounding communities and attending to environmental and social impacts.

Since beginning operations, Cenpower Generation Limited has supplied electricity to about one million households and has received international recognition under the Operational Reliability Analysis Program.

With the new agreement in place, the government and Cenpower aim to maintain a stable power supply while ensuring that tariffs remain affordable for consumers. The extended partnership is expected to support Ghana’s energy security goals and community development efforts over the coming decade.
