Africa Education Watch (Eduwatch) has formally requested that the Ghanaian government earmark at least six percent of the 2027 education budget for pre‑tertiary Technical and Vocational Education and Training (TVET) to strengthen infrastructure and practical training.
In a memorandum to the Minister for Education dated Saturday, October 31, 2026, Eduwatch noted that participation in TVET rose from about 11 % of secondary school enrolment in 2024 to 14.8 % in 2025, yet the sector’s share of the education budget fell from 5.6 % in 2025 to 3.7 % in 2026.
Eduwatch warned that the funding gap could undermine ongoing reforms and the quality of training. “The current annual allocation of GH¢70 per learner for practical training is inadequate to support quality Competency‑Based Training, while commuting costs constrain learner participation in industry‑based learning,” the memorandum said.
The organisation recommends raising the annual practical training allocation to at least GH¢300 per learner and introducing a dedicated transport stipend for students undertaking workplace experience learning. It argues that these measures will ensure learners receive adequate practical exposure and industry experience.
Eduwatch’s appeal comes ahead of the presentation of the 2027 National Budget on November 12. The group hopes the government will heed its call to protect the gains made in TVET enrolment and sustain reforms in the sector.
