The Ministry of Foreign Affairs announced on Sunday, November 8 that it has cancelled ten Service Passports that were allegedly issued through an illegal arrangement involving a syndicate operating within the passport administration system.
The documents, issued between January 2023 and August 2026, were given to individuals who, according to preliminary investigations, did not meet the requirements for obtaining Service Passports.
In a statement, the Ministry said all ten passports had been cancelled and that international partners had been notified to prevent further use of the invalid documents.

The ministry also disclosed that the beneficiaries are being pursued, including two people who allegedly travelled abroad using the illegally acquired passports in 2023.
The investigations were triggered by two petitions received on October 8, 2026, which led to the formation of an investigative committee on October 13 at the direction of Foreign Affairs Minister Samuel Okudzeto Ablakwa.
Acting Director of Passports Mahama Yahaya Amantana and junior Foreign Service Officer Alhassan Sumani have been interdicted and referred to the Ghana Police Service for further investigations and possible prosecution.

Retired Ambassador Mohammed Habib Idris, who served as Director of Passports in 2023 when some of the irregularities occurred, will also be investigated by security services and sanctioned if found culpable.
The ministry said the alleged operation predated the current administration but assured the public that all those involved would face the full consequences of their actions.
Further updates will be released as the investigation proceeds and any legal actions are taken against the individuals and officials implicated in the scheme.
