Parliament Resumes Sessions: 2027 Budget and Anti-Gay Bill on Agenda

Ghana’s Parliament is expected to resume sitting today, Tuesday, November 3, for the Third Meeting of the Second Session of the Ninth Parliament of the Fourth Republic. The House will focus on key legislative and national policy matters, including the forthcoming 2027 Budget Statement and the controversial Human Sexual Rights and Family Values Bill, popularly known as the Anti‑Gay Bill.

On November 12, Minister of Finance Dr Cassiel Ato Forson will present the 2027 Budget Statement and Economic Policy. The presentation will outline the government’s economic priorities, revenue and expenditure projections, fiscal targets and policy interventions for the coming year. It will also indicate plans to address economic challenges, sustain growth, manage public debt and improve living conditions for Ghanaians.

Following the presentation, Members of Parliament are expected to scrutinise the proposed budget. Parliamentary committees will examine allocations to ministries, departments and agencies under their respective jurisdictions. Lawmakers will then debate the Appropriation Bill, which will grant the legal authority for the government to withdraw funds from the Consolidated Fund to finance approved public expenditure for the 2027 financial year.

In addition to the budget, Parliament is set to revisit the Human Sexual Rights and Family Values Bill. The bill has sparked intense national and international debate, drawing attention from political actors, religious organisations, civil society groups and human rights advocates. Proponents argue it protects Ghanaian cultural and family values, while critics raise concerns about its human rights implications and potential legal consequences. Lawmakers will face renewed scrutiny over how the proposed legislation will be handled during the meeting.

What to watch next: The House will debate the 2027 budget and the Anti‑Gay Bill, with the Appropriation Bill’s passage likely to be a crucial outcome of today’s session.
