Dr Kojo Pumpuni Asante Urges Statutory Roadmap to Safeguard Ghana’s Constitutional Reforms

Dr Kojo Pumpuni Asante, Director of Policy Engagement and Partnerships at the Ghana Center for Democratic Development, called on lawmakers to enact a statutory Roadmap and Implementation Act to guide Ghana’s proposed constitutional reforms beyond changes in government. Speaking on JoyNews’ The Law on Sunday, November 1, he warned that without a clear framework the legitimacy and long‑term success of the reform process could falter if citizens feel excluded from shaping the outcome.

Asante highlighted the need for what he termed "process guarantees," echoing former Chief Justice Sophia Akuffo’s remarks that constitutional reform is not merely a legal exercise but one that must earn public trust. "Whatever we come to a conclusion on, it has to be believed and accepted by the people," he said.

He explained that the proposed legislation would track the various actions and reforms emerging from the Constitutional Review Committee’s work, providing a statutory basis for implementation. This would ensure continuity even if a new regime takes office after 2028, safeguarding reforms that span constitutional amendments, statutory changes and subsequent legislation.

Asante cautioned against rushing the agenda, noting that the upcoming election would make it difficult to execute all reforms properly. He urged a framework that allows the process to continue without undue pressure, ensuring that reforms are carried out over time rather than being rushed to completion.

Moving forward, the CDD‑Ghana plans to lobby Parliament for the Roadmap and Implementation Act, arguing that it is a critical safeguard for the country’s democratic future.
