The High Court in Accra has confirmed an order freezing five bank accounts and four landed properties belonging to Dennis "Miracles" Edward Aboagye, the former Executive Secretary of the Inter-Ministerial Coordinating Committee on Decentralisation (IMCCoD).
The freeze order—granted following an application by the Economic and Organised Crime Office (EOCO)—also extends to bank accounts and assets linked to Gerald Appiah, the former accountant of IMCCoD, as well as the company Hillside Piggery and Meat Processing Limited.
The assets affected by the ruling include:
Four Landed Properties: Two located in the Eastern Region (a house and a parcel of land) and two in the Greater Accra Region (comprising residential apartments and a residential property).
Five Bank Accounts: All directly belonging to Mr. Aboagye.
Audit and Investigation
According to EOCO, the ongoing probe stems from a petition submitted by the current Executive Secretary of IMCCoD. The petition requested a deeper investigation into a forensic audit covering the period between August 1, 2022, and February 2, 2025.
The audit highlights the suspected misappropriation, misapplication, diversion, and theft of public funds totaling approximately GH¢55 million. EOCO noted that Mr. Appiah, the former accountant, has allegedly begun voluntarily refunding portions of the funds connected to the alleged offenses.
Aboagye’s Response and Arrest Context
Mr. Aboagye was originally arrested at the Kotoka International Airport upon returning from abroad and was later granted bail in the sum of GH¢50 million with three sureties, two to be justified.
Following his release from EOCO custody last month, Mr. Aboagye strongly refuted any wrongdoing in a public statement posted to Facebook, declaring: "I AM OUT. I AM UNBROKEN. AND I AM MORE READY THAN EVER."
He characterized the arrest as a politically motivated attempt to stall his campaign for National Communications Director of the New Patriotic Party (NPP).
"Four days ago, just one day after I declared my intention to serve our great party as National Communications Director, I was picked up and detained by EOCO," Aboagye stated. "A false narrative was put out about my arrest... FOR THE RECORDS: THERE WAS NO Discussion OF ANY GH¢55 million cedis with me by EOCO. None!!!
The arrest has drawn criticism from the NPP, with General Secretary Justin Frimpong Kodua labeling the operation a "Rambo-style" arrest aimed at opposition figures.
Despite the court’s latest confirmation of the asset freeze, Mr. Aboagye maintained that the proceedings would not derail his political ambitions, asserting that attempts to intimidate him had "failed spectacularly."
