An independent review released Friday by Utah Valley University (UVU) has highlighted a series of security failures that occurred during the September 10, 2025, event where 31‑year‑old activist Charlie Kirk was shot and killed on campus. The report found that UVU did not conduct a written security assessment or develop an event action plan, leaving critical decisions to Kirk’s organization, Turning Point USA.
According to the review, Kirk’s aides insisted on an outdoor courtyard venue, overriding campus officials’ concerns about the location’s proximity to tall buildings. University officials had warned in August 2025 about the risks of holding the event in such a setting and suggested alternative indoor sites, but a Turning Point representative insisted on the courtyard because the organization was familiar with the spot.
The report notes that no line‑of‑sight assessment was documented and that coordination between university police and Kirk’s private security team was lacking. A proposed meeting between the university’s police chief and Turning Point security before the event did not occur, and the review identified the absence of a joint briefing and walk‑through as a missed chance to identify risks and clarify responsibilities.
Despite the identified shortcomings, the review concluded that no university employee or representative acted in bad faith or with “willful and wanton disregard” for safety. Kirk’s family, who have filed a wrongful‑death notice, said the findings confirmed their concerns about the event’s management.
UVU President Jon Anderson said the university must “learn from the findings of this review, and follow through on its recommendations.” The review recommends several measures to improve security for major campus events, including routine use of drones for rooftop monitoring and standard security screenings such as bag checks and metal detectors.
As the legal process continues, Kirk’s alleged killer, Tyler Robinson, has pleaded not guilty to aggravated murder, while prosecutors seek the death penalty.
