On 22 September 2026, the Ghana Revenue Authority (GRA) rolled out the Real‑Time Value Added Tax (RTVAT) Framework, a system that automatically collects VAT on qualifying cross‑border digital services at the point of payment. The move follows the GRA’s 2025 Act 1151, which set a unified 15% VAT rate plus a 5% combined levy for GETFund and NHIL, bringing the total to 20%.
Under the new system, when a Ghanaian consumer pays for a digital service supplied electronically by a foreign merchant—such as Netflix, Amazon Prime, Microsoft Azure, or PlayStation Plus—the VAT is deducted from the transaction and remitted to the GRA in real time. The consumer pays a VAT‑inclusive total, and the VAT component is automatically separated and sent to the tax authority. Customers receive an SMS notification when VAT is deducted.
Commissioner General Anthony Kwasi Sarpong announced the launch, noting that the framework does not introduce a new tax but provides a timely, accurate and transparent mechanism for collecting the VAT already due. The GRA’s campaign, launched on 22 September 2026, aims to encourage voluntary compliance and close the existing VAT gap, which was estimated at GH¢515 million annually from the 167 non‑resident e‑commerce businesses registered in 2026.
Non‑resident digital service providers, whether registered or not, must register with the GRA and display prices exclusive of VAT. They are required to notify customers that VAT will be charged at the point of payment. Registered providers are also obliged to display prices exclusive of VAT and to inform customers that VAT will be collected automatically.
Financial institutions that process qualifying transactions are required to integrate with the RTVAT Framework. The integration is mandatory for all regulated entities that process such transactions, ensuring that VAT is collected and remitted to the GRA. The GRA has also abolished nuisance taxes such as the E‑Levy and COVID‑19 Levy, further streamlining the tax environment.
Elsie Appau‑Klu, a lawyer and technical advisor to the Commissioner‑General, emphasized that the RTVAT system will level the playing field between local and foreign digital businesses, ensuring fairness and transparency in VAT collection.
For more information, stakeholders are encouraged to use official GRA channels and approved Sentinel® communications. The GRA’s Year of Compliance for 2026 marks a significant step toward modernizing Ghana’s tax collection mechanisms.
