President John Dramani Mahama has approved a reorganization of the National Security Council Secretariat, with six key appointments aimed at strengthening operational efficiency, intelligence coordination and the country’s response to emerging security threats.

President John Dramani Mahama has approved a major reorganization of the National Security Council Secretariat (NSCS), resulting in six new appointments to key positions within Ghana’s security architecture.

The changes, announced by the Presidency on Tuesday, August 11, 2026, are intended to streamline operations, improve efficiency and strengthen Ghana’s national security response to emerging challenges.

The appointments and reassignments take immediate effect.

1. Major General (Rtd.) William Azure Ayamdo — Deputy National Security Coordinator

Major General (Rtd.) William Azure Ayamdo, a former Chief of Army Staff, has been appointed Deputy National Security Coordinator.

His extensive military background is expected to bring significant operational and strategic experience to the National Security Secretariat.

Major General Ayamdo previously served as Chief of Army Staff and has considerable experience in defence intelligence and counter-terrorism operations.

2. COP Razak Abdul-Osman — National Security Coordinator

COP Razak Abdul-Osman has been appointed National Security Coordinator, taking charge of the National Security Council Secretariat.

He has previously served in senior operational roles within the Ghana Police Service and was already serving as National Security Coordinator before the latest reorganization.

3. Yaw Donkor — Director of Intelligence and Research

Former National Security Coordinator Yaw Donkor has been reassigned to serve as Director of Intelligence and Research at the Office of the National Security Advisor.

Donkor previously headed the National Security Secretariat and has a long background in Ghana’s intelligence and security sector.

4. Adamu Saaka — Director of Logistics and Transport

Adamu Saaka has been appointed Director of Logistics and Transport at the National Security Secretariat.

His appointment forms part of the restructuring intended to improve the administrative and operational efficiency of the Secretariat.

5. Faustina Effah-Boadi — Human Security Department

Faustina Effah-Boadi has been appointed Officer in Charge of the Human Security Department.

Effah-Boadi is an entrepreneur and public-sector leader with experience in community development, advocacy and social initiatives. She also serves as a board member of the Ghana Incentive-Based Risk Sharing System for Agricultural Lending (GIRSAL).

6. DCOP (Rtd.) Peter Ndekugri — Special Investigations Unit

DCOP (Rtd.) Peter Ndekugri has been appointed Officer in Charge of the Special Investigations Unit.

The role places him at the center of specialized investigative functions within the Secretariat as the government seeks to strengthen its security operations.

Alhassan Osman reassigned

As part of the wider restructuring, Assistant Commissioner of Police (ACP) Alhassan Osman, who previously served as Director of Investigations at the National Security Secretariat, has been reassigned to the Ghana Police Service for further deployment.

The Presidency said the reorganization is aimed at streamlining operations, improving efficiency and strengthening Ghana’s security infrastructure in response to emerging national security challenges.

The National Security Council Secretariat serves as the coordinating body for Ghana’s security agencies and provides advice to the President on national security matters.
