The Controller and Accountant‑General’s Department (CAGD) announced that it has processed and paid promotion‑related salary adjustments and arrears for 6,079 teachers submitted by the Ghana Education Service (GES). The payments, including arrears effective January 1, 2026, were incorporated into the September 2026 salary disbursements.
In a statement released on Sunday, September 27, CAGD said it had received 6,079 cases from GES as of September 22, out of an expected 58,620 cases involving promoted and upgraded teachers. The department explained that it could only validate and process promotion‑related salary adjustments after receiving the required documentation from the employer.
The documents include a duly completed and authorised promotion or change‑of‑grade input form, as well as a copy of the promotion or upgrading letter issued to the affected teacher. CAGD said the requirements form part of payroll controls designed to prevent fictitious promotions, unauthorised salary adjustments and irregular payments.
A meeting involving the Ministry of Education, teacher unions, GES and the Department on August 31 agreed that GES would submit the master list of promoted staff, their promotion letters and completed input forms to facilitate payment of promotion arrears. CAGD said every valid case received from GES had been processed, adding that outstanding payments relate to cases for which the requisite documentation has not yet been submitted by GES.
The clarification follows concerns raised by the Ghana National Association of Teachers (GNAT), the National Association of Graduate Teachers (NAGRAT) and the Pre‑Tertiary Teachers’ Association of Ghana (PRETAG) over delays in placing promoted teachers on their appropriate salary scales. The issue forms part of the concerns that led the teacher unions to declare a nationwide strike.
CAGD has urged the Ministry of Education, GES, teacher unions and other stakeholders to work together to resolve outstanding cases, while assuring teachers that legitimate payments will be processed once the required documents are submitted and validated.
