NAGRAT Demands Clarification on 29,000 Pending Teacher Promotions

The National Association of Graduate Teachers (NAGRAT) has called on the Ghanaian government to clarify the fate of roughly 29,000 teachers whose promotion documents remain pending. Speaking on JoyNews’ The Pulse, NAGRAT President Jacob Anaba highlighted that the ministry had pledged to complete the processing of 51,000 promotions, leaving the remaining 29,000 as the outstanding backlog.

Mr Anaba urged the government to confirm that the documents for the remaining teachers have arrived in Accra and are actively being processed. He asked, “Now, our concern is the 29,000, when will they be processed?” The union wants assurance that the government’s commitment will be fulfilled.

While the ministry has reportedly processed more than 51,000 promotions, the teachers whose promotions have been cleared have not yet received any payment. “Even the 51,000 that have been processed, none has received a dime,” Mr Anaba said. He noted that the Education Minister had indicated supplementary vouchers would be provided and payments would commence from October 6.

The promotion issue is part of broader collective agreement negotiations between teacher unions and the government. Recent talks with the Fair Wages and Salaries Commission ended with proposals and counter‑proposals, and the commission is expected to return to the government for a mandate before further talks resume. Both sides are scheduled to reconvene on Wednesday, October 7, as they seek to resolve the nationwide strike by pre‑tertiary teachers.

As negotiations continue, teachers and unions await a clear timetable for the remaining promotions and the disbursement of related payments.
