Parliament Demands Clear Financing for Pwalugu Dam Ahead of 2027 Budget

The Food, Agriculture and Cocoa Affairs Committee of Parliament has called on the government to clarify how the Pwalugu Multipurpose Dam will be financed before the 2027 Budget is tabled. Chairman Dr Godfred Seidu Jasaw made the remarks during a visit to the Konadu Irrigation Project in the Kwahu Afram Plains South District of the Eastern Region.

Dr Jasaw said the government’s commitment to revive the dam must be matched with details of its funding plan. He noted that the previous administration had relied on the national budget, but the capital expenditure allocations to the Ministry of Food and Agriculture in 2025 and 2026 were insufficient for a project of this scale.

"The last government’s financing came from the Ghana budget, and so far 2025, 2026, we’ve observed that the CAPEX component of the budget for the Minister of Agric is unable to finance such a huge project," the committee chair said.

The committee is awaiting any alternative financing model the government may be considering. Dr Jasaw stressed that irrigation projects require significant time and resources, making early clarity on funding essential.

"We must be able to tell where the Pwalugu irrigation project starts, where its financing is coming from, particularly before the reading of the budget for 2027," he added.

The committee will follow up with the government to confirm that the commitment to revive the project is backed by secured financing.

What to watch next: Parliament will likely request a detailed financing proposal from the Ministry of Food and Agriculture before the budget session in early 2027.
