The Premier League’s independent commission has ruled Manchester City guilty of breaching the league’s financial regulations from the 2009/10 to the 2017/18 seasons. The findings confirm the club’s use of “sham” contracts with commercial partners that misrepresented true agreements, inflating revenue figures and lowering costs.
Commission reports also reveal that the club submitted misstated accounts and concealed its financial reality from auditors and football regulators. Manchester City was found to have breached both Premier League and UEFA spending limits during the period under review.
Regarding the club’s conduct during the investigation, the commission upheld three of four alleged breaches, concluding that Manchester City failed to meet its duties of cooperation and good faith towards the league.
The club may appeal the findings and has until Friday, October 2 to file an appeal. The Premier League Board has said it intends to conclude the full process, including any appeals and publication of decisions, as soon as possible.
