Chief Executive Officer Malik Basintale told the Government Accountability Series at Jubilee House on Wednesday, October 21, that the Youth Employment Agency (YEA) continues to receive no allocation from the District Assemblies Common Fund (DACF), despite a statutory provision for such funding.
Basintale cited Section 23(c) of the Youth Employment Agency Act, 2015 (Act 887), which mandates a 10% allocation of the Common Fund to the Agency, subject to a formula approved by Parliament. “Unfortunately, the Agency continues to record zero allocation from this important funding source,” he said.
The absence of DACF funds, he explained, places additional pressure on the Agency’s existing resources and limits its capacity to expand employment interventions, particularly at the district and community levels. “This situation undoubtedly places additional pressure on our already constrained resources and limits our capacity to expand employment interventions, particularly at the district and community levels,” Basintale added.
He appealed for renewed consideration of the statutory funding arrangement while acknowledging competing demands on public finances and the Government’s broader commitment to fiscal discipline. Improved access to funding, he said, would help the YEA discharge its mandate more effectively and create additional employment opportunities for young Ghanaians.
