NDA Officials Convicted Over Ipep Procurement Corruption

A High Court in Tamale sentenced former Northern Development Authority (NDA) chief executive Sumaila Abdul‑Rahman, former deputy chief executives Stephen Yir‑Eru Engmen and Patrick Seidu, and private businessman Andrew Kuundaari to penalties for seven counts of corruption and related offences involving Ipep procurement contracts.

The Office of the Special Prosecutor (OSP) identified the convictions as stemming from a complaint lodged by lawyer Martin Kpebu, leading to investigations that uncovered conspiracy to influence procurement, direct and indirect manipulation of the process, and corruption by public officers.

All four were fined 1,000 penalty units per count, with the court opting against custodial sentences due to their advanced ages and the OSP’s timely action that prevented unlawful payments, thereby averting financial loss to the Republic.

The OSP reiterated its resolve to safeguard public funds and hold both public officials and private collaborators accountable for corruption.
