At a signing ceremony in Accra on 20 October 2026, Energy Minister Dr John Abdulai Jinapor announced he would spearhead inter‑ministerial engagements to tackle the lingering land acquisition, compensation and financing obstacles that have stalled the Petroleum Hub development.
Jinapor said he would bring together the Ministries of Finance and Lands and Natural Resources, along with the Attorney‑General’s Office, to forge the conditions needed for the project to move from paper to construction.
The commitment follows the recent Memorandum of Understanding between the Petroleum Hub Development Corporation (PHDC) and an investment consortium led by Global Sphere of the United Arab Emirates for Lot 2 of the hub.
Speaking at the ceremony, Jinapor urged that investor interest must be matched by decisive government action to remove implementation barriers. He pledged to work closely with PHDC to fulfil the government’s obligations and ensure the project progresses beyond agreements.
“You have my full support. I will engage the Minister of Finance and the Attorney‑General. I will also bring on board the Minister of Lands and Natural Resources so that, together, we can guide this project and provide the necessary backing,” he said.
Jinapor also praised PHDC CEO Dr Toni Aubynn for his efforts, noting the corporation’s priority to deliver the hub as part of President John Dramani Mahama’s oil and gas agenda.
Aubynn described the minister as a consistent supporter and said the project aims to become a strategic national asset that will strengthen energy security, create jobs and reduce Ghana’s exposure to external economic shocks.
The Lot 2 development will include a 300,000‑barrel‑per‑day refinery, two petrochemical plants, four million cubic metre storage, and a multi‑berth jetty, with construction slated to begin in Jomoro in Q1 2027 and complete within five years.
The forthcoming inter‑ministerial meetings will be crucial to resolving land and compensation issues that could delay the project. The next challenge will be translating the investment agreement into financing arrangements, cleared sites and actual construction activity.
