Ghana Secures $3.5bn Investment Commitments to Revive Upstream Petroleum

During a fireside chat at the opening of African Energy Week, Energy and Green Transition Minister Dr John Jinapor revealed that the government has secured $3.5 billion in investment commitments to expand operations and drill new wells in Ghana’s upstream petroleum sector.

Jinapor spoke alongside Kosmos Energy Chief Executive Officer Andrew Inglis and African Energy Chamber Executive Chairman NJ Ayuk, outlining the country’s strategy to attract fresh capital while safeguarding national interests through legal and fiscal reforms.

He said the reforms are already producing encouraging results, with significant investment commitments and positive developments in crude oil production. The next priority, he added, is to sustain momentum, increase local participation and deepen domestic value addition across the petroleum value chain.

A key element of the plan is expanding local refining capacity to process more of Ghana’s crude oil domestically, a move that could strengthen industrial activity, create jobs and improve energy security. Jinapor stressed that attracting investment alone is not enough; the industry must deliver lasting economic benefits for the people.

The minister commended President John Dramani Mahama for providing strategic direction and support to the energy sector, noting that sustained attention to the industry is essential to investment, economic growth and national development.

Ghana remains focused on creating conditions that encourage private investment, protect national interests and translate petroleum resources into shared prosperity.
