Chief of Staff Urges Greater Transparency in Public-Private Partnerships

On October 16, Dr. Julius Debrah, Chief of Staff to President Nana Akufo‑Addo, spoke at the 7th Africa Public Sector Conference and Awards (APSCA 2026) in Accra, demanding more transparency in the delivery of public‑private partnership (PPP) projects.

He warned that clear and fair procedures are essential to safeguard public expenditure and ensure that infrastructure reaches citizens on time. “We need transparency and fairness in our partnerships as government agencies and I must assure you that Africa can develop rapidly if we pay attention to this,” he said.

Debrah highlighted the conference’s theme, “Governance 2030: Resilient Institutions for a Digital, Green & Secure Africa,” and urged public servants to share knowledge to boost economic transformation.

The summit, which brought together delegations from Nigeria, Sierra Leone and other African nations, awarded 67 honours to 22 public agencies and 45 individuals for excellence in public service. Winners hailed from Kenya, Ghana, Nigeria, Botswana, The Gambia and the Democratic Republic of Congo.

Dr. Debrah himself received the Distinguished Leadership in Governance & Public Service Excellence Award, while Kenya’s President William Samoei Ruto was honoured with the Continental Leadership Award for Visionary Governance & Human Capital Transformation.

As the conference closed, the call for greater transparency in PPPs remains a key takeaway for Ghana’s public sector and its partners across the continent.
