Kwasi Agyei, the Controller and Accountant‑General, confirmed that teachers whose promotion records are cleared before 16 October will have their arrears added to their November salaries. The official explained that teachers whose promotions are verified and cleared by the deadline will be paid through a supplementary process, whereas those whose records are completed after 16 October will have their promotion‑related payments captured in the November payroll.

Speaking on Eyewitness News on Thursday, 8 October, Agyei said, “If by the 12th or 13th, that is next week, we’ll be done with the validation process, whatever has been validated, cleared by us, will be paid on or before 16th October.” He added, “Then after 16th, whatever input forms and whatever process that is done is to be added into the November salary.”

The Controller‑General’s Department is currently verifying promotion records submitted by the Ghana Education Service (GES) to ensure they match teachers’ payroll records before authorising payments. As of 2 p.m. on Thursday, GES had processed 52,000 promotions on its system and submitted the required input forms for verification. Agyei said the verification is necessary to confirm teachers’ new grades, effective dates and the arrears due to them before payments are released.

The timeline comes as teacher unions remain on strike over several demands, including promotion‑related payments, a proposed deprived‑area allowance and the renewal of their collective agreement.
